Parliament passes bill to establish Naogaon University

The National Assembly has passed a bill to establish a university named after Bangabandhu in Naogaon. On Tuesday, Parliament passed the ‘Bangabandhu Sheikh Mujibur Rahman University, Naogaon’ bill.

On Tuesday, Education Minister Dipu Moni brought up the ‘Bangabandhu Sheikh Mujibur Rahman University, Naogaon Bill-2023’ in Parliament for passage. After verifying public opinion on the bill, sending it to the select committee and settling the amendment proposals, the bill is passed by voice vote.

According to the bill, the provisions of the Bangladesh University Grant Commission Order-1973 should be followed in the management of the university. The President will be the chancellor of the university. The Acharya shall appoint an academician of repute to the post of Vice-Chancellor for four years under prescribed conditions. No person can serve more than two terms as Vice-Chancellor. Acharya can cancel the appointment of vice-chancellor at any time.

The bill has determined the terms and conditions of employment of university teachers and employees. It has been said that any salaried teacher and employee of the university who wants to be a candidate to be elected as a member of parliament or any post of local government shall resign from the university service before submitting the nomination paper in that election.

According to the bill, the university can establish a ‘business incubator’ with the approval of the Acharya. It will provide all support at the initial stage to develop university students as entrepreneurs and support for marketing and commercialization of any invention, intellectual property, discovery or process by the faculty or students of the university.
