He was transferred from Chittagong General Hospital to Faridganj in Chandpur in 2017 due to administrative irregularities and breach of discipline. But ignoring that order, he did not join the new workplace. On the contrary, after 13 days, the then Divisional Health Director Alauddin Majumdar was forced to withdraw his transfer order.

He is Chittagong General Hospital Accountant (Current Duty) Mohammad Forkan. On July 17, Forkan was transferred to Munshiganj’s Lauhjong Upazila on charges of Tk 5 crore 37 lakh bill fraud. Otherwise it will be deemed to have been exempted from the sixth day. But he did not join the new workplace. He has taken permission from Chittagong General Hospital, but he has not explained the responsibility with documents and papers to anyone.

Forkan appealed against the transfer order by going to the Administrative Tribunal instead. After dismissing the case, he appealed again. Forkan, who was promoted from office assistant cum computer operator to the post of accountant (ongoing duty), is like a rope in the health department. There is no end to the accusations against him.

It is alleged that Mohammad Forkan joined the General Hospital in 2015 and became the mastermind behind the cycle of irregularities and corruption. Finally, on June 28, a bill fraud of Tk 5 crore 37 lakh was filed against Forkan in the office of the Divisional Controller of Accounts. This bill to set up ICU beds in Chittagong General Hospital was stalled for a long time due to irregularities. A case was filed against Forkan in the Anti-Corruption Commission (ACC) when the fraud was discovered.

After this incident, the office of the Divisional Health Officer formed an inquiry committee. The committee blames Forkan for the fraud. Forkan was temporarily relieved of duty after allegations of bill forgery with forged signatures surfaced. But he did not obey that order. Even his responsibility accounting officer md. Nashir Uddin Khaled was asked to explain but did not give it.

After that he was transferred from Health Directorate to Munshiganj. But despite being exempted, he is not explaining the documents and responsibilities of the General Hospital. As a result, the concerned authorities are in trouble. This is disrupting the operation of the hospital. According to hospital sources, administrative and financial complications and embarrassment are being created. The letter was returned to Forkan despite three requests for the document.

When asked, Chittagong General Hospital supervisor Sheikh Fazle Rabbi told Prothom Alo that Forkan did not explain his responsibility. Because of this, there is a problem in the work. He locked up and left. He has been given three letters regarding this.

If there is no response, the documents must be retrieved in the presence of the magistrate. A letter has been written to the departmental director in this regard.

Sheikh Fazle Rabbi wrote to the Divisional Health Director on Monday to determine what to do. It is said that in order to gather information about Forkan and to carry out the work of the hospital properly, Sabina has been requested to take necessary action against him (Forkan) regarding such activities and to take further necessary action according to the law and rules.

Acting Health Director of Chittagong Division. Sakhawat Ullah told Prothom Alo that we will take advice from the legal branch of the health department to know what to do in this regard. Whatever they suggest will be done.

According to hospital sources, after the appeal, the administrative appellate tribunal asked the hospital authorities to submit a written statement on Forkan on July 26. But it is not possible to collect information about Forkan due to lack of clarification of documents and responsibilities. A period of 60 days was sought from the Administrative Appellate Tribunal for this.

Director of Health Department (Administration) Md. Shamiul Islam said, he has appealed against Forkan. But in addition to this, he also said to file a departmental case as an administrative punishment. Apart from this, he said to see what punitive measures can be taken against him.
